An E.I.R. was completed for the Oak Knoll property in 1996. Among other things, the report revealed the following:

• The E.I.R. showed responsible density of approximately 600-700 residences.
  
  
• The E.I.R. should include a "sensitive species survey".
  • The survey firm retained for the original E.I.R. stated the survey was preliminary only and could not be used to determine the absence of endangered species, as suitable habitat for endangered species exists on the property.
    
    
  • The survey specifically found that suitable habitat exists on the property to support the Alameda Whipsnake, a protected species.
    
    
  • The survey firm also noted that poor weather conditions during the period the survey was completed might account for the low numbers of wildlife detected, particularly reptile species that require higher temperatures or bright sun.
    
    
• No "formal wetlands delineation" was performed as part of the original survey and should be completed as part of the new E.I.R.
  
  
• No survey of invertebrate species was performed as part of the original survey and should be completed as part of the new E.I.R.
  
  
• Three sensitive bird species were recorded on the property, which are now considered “Species of Special Concern” by California: Cooper’s Hawk, Burrowing Owl, and Yellow Warbler.
  
  
• San Joaquin Kit Fox and California Tiger Salamander (both U.S. endangered) have been sited on land directly adjacent to the property within the past year. It is likely these species inhabit the base but access restrictions have prevented investigation.
